How To Apply Loan For University Studies , HESLB Loan Application Guidance 2022-23

HESLB Loan Application Procedures 2022/2023

The Higher Education Student Loans Board (HESLB) would like to inform students and the public that it is finalizing the loan application procedures for the academic year 2022/2023 and the window will be opened before July 15, 2022.

“This report is issued following numerous requests for clarification information from students who completed Form Six in 2022 and their results were announced by the National Examinations Council (NECTA), yesterday, Tuesday, July 5, 2022,” said HESLB CEO, Abdul-Razaq Badru today (July 6, 2022).

In the meantime, prospective loan applicants are advised to remain calm and begin preliminary preparations to prepare the necessary documents such as their parents’ birth certificates or death certificates certified by the Registration, Insolvency, and Trusteeship Agency (RITA) and the Special Events Registration Agency Zanzibar (ZCSRA).
In addition, detailed information on the qualifications and procedures for applying for a loan for the year 2022/2023 will be available in the ‘Loan Guide for the year 2022/2023’ which will be available at www.help.go.tz from July 15, 2022.

HOW TO  APPLY FOR A LOAN FROM HESLB??

Loan application is among the important thing among the students who completed their advanced secondary education or those completing their diploma studies. now we are writing this post to guide you on how to do it properly as required. 
In this guide, we will show the requirements, steps, and the process perfection,

REQUIREMENTS.

starting by looking at the requirement and recommendations from Higher Education Loan Board (HESLB) to the applicants; here are the important materials to prepare before starting the application.

APPLICANT REQUIREMENTS

  • He/She should be a Tanzanian
  • passport size
  • birth certificate (The birth certificate should be verified by the Registration, Insolvency, and Trusteeship Agency (RITA) as Per HESLB guidance instructs). After verification, the provided number from RITA will be used in the application.
  • NIDA number (optional)
  • Bank Account (Optional but insisted)
  • Examination numbers (from ordinary to advanced secondary/diploma educational level)
  • Active email and Phone number
  • Permanent address including a post box  (P.O.BOX)

PARENT /GUARDIAN

  • passport size
  • NIDA/VOTER/LICENSE/BUSINESS ID 
  • Active email and phone number
  • permanent address including a post box (P.O.BOX)

STEPS FOR THE APPLICATION

After having all the mentioned requirements above, now let’s start the application by passing through each step.
-The foremost step after getting into the application page at the heslb website click REGISTER AS NEW APPLICANT, fill in the required information which is your form four number, and then click GET CONTROL NUMBER.
-First of all, you should have a loan application fee which is Tsh 30,000/= to start filling in your information, the fee is paid after having generated a control number in the above step, use the fee to pay the exact amount, you can pay via bank or network operators like Vodacom, Tigo, airtel by selecting GOVERNMENT PAYMENTS
-After paying the application fee back to the application age and refreshing the page to continue, you have to wait at least two minutes after paying the fee. Click the continue button fill in your password for your HESLB account select the applicant category which is LOCAL UNDERGRADUATE, then confirm your email and phone number.
-Click next and then fill in your personal details starting with uploading your passport, (the passport should have a specified size which is 150×120 pixels, you may use different software to mold your passport into the required size)
-after uploading a passport click next then you will fill in the following;-
  • date, region, district, and place of birth
  • national ID number if present (if you have only a number but you don’t have a copy don’t fill this part because it will require you to attach a copy)
  • bank details (bank name, holder name (yours), account number, and branch )
  • fill in your permanent address i.e post addresses, region, district ward, and village names
-Now fill in the preliminary information, information about your parents /guardian 
NB: in case of any abnormal information e.g dead or disabled you should provide a piece of evidence from the specific institution dealing with that case, for example, RITA for verification number for death certificates or hospital form for disabilities. Also for TASAF, there should be a document prooving the sponsorship.
– After choosing the options then fill in the permanent addresses for parents or guardians who are mentioned below after your selection (fill in a postal address, contact information, region  district, ward, and village names)
-Next part is about your educational details, here you will put your examination numbers starting with form four number and then specify if you were sponsored in your studies or not (NB; IF YOU WERE SPONSORED THE DOCUMENT SHOWING YOUR SPONSORSHIP PROOF SHOULD APPEAR HERE ), and then check the form six / diploma box and fill it.
-After your educational background now fills in the guarantor information, he should be among of your parents or guardian mentioned before. upload his/her passport here and fill in some of his/her information
-PREVIEW YOUR APPLICATION, here you will check across all steps if the details provided are really and true, during crosschecking you will click confirm button for the true information, 
-LASTLY, after confirming the details the PRINTING option will appear, click print the form to download it for signing on pages 2 and page 5, 
NB; AFTER PRINTING THE FORM YOU WILL NOT BE ABLE TO EDIT ANY PART OR INFORMATION AGAIN, SO MAKE SURE YOU CHECK WELL BEFORE PRINTING.

WHAT TO DO AFTER PRINTING???

ONLINE PHASE

After printing the form you should sign the pages as indicated by the guidance above where the applicant, guarantor, a village administration leader, and the commissioner of oaths are required to sign on pages 2 and 5.
-After signing those parts, scan the pages and back again in the HESB website on the application page, login into your account and upload pages 2 and 5 in the indicated uploading button, cross-check your application again, confirm your uploads and then click PRINT TO SUBMIT button.

OFFLINE PHASE

The application form  (HARD COPY) should be sent to HESLB headquarters via the EMS system, you are required to send your form via nearby postal offices direct to HESLB, (you should indicate your details on the top of the envelope containing your form, and other information will be provided by postal office assistance)
NB; BEFORE SENDING THE FORM THROUGH EMS MAKE SURE YOU RETAIN THE COPY OF IT, THIS IS IN CASE OF ANYTHING INCLUDING YOUR PERSONAL DOCUMENTATIONS,.

  1. What if i have completed ordinary diploma this year and the results have not yet been uploaded till now shall i also get an extra time for loan applications after 30th September??

  2. If you applied for the loan last year and allocated but you didn't attend to university, there was some steps to consult HESLB! If you didn't, communicate With the loan board assistants!

  3. What if i applied last year and been allocated ut i did not to studying? now i am reapplying and seem as a loan beneficiary already what should i do?

  4. I verified my birth certificate..but how can I know the birth verification number?? Is it entry no??
